Why won't my cat use his litter tray properly?
My cat is seven months old and uses his litter tray when he needs to without fail. However for some reason he won’t use the actual litter to cover his, er, "doings", preferring instead to dig up the litter tray liner to cover it with. How can I get him to use the litter to cover it up? Or is he just a bit tapped?

I have a cat who does this only he will lean outside of the litter box and just scratch at the floor….
I have found that a few of my cats are picky and don’t like the "feel" of certain litter types on their paws and I have switched around alot trying to find the type they like the most.
So my advice would be to try buying a different litter type and see if that helps the problem.
If not, your cat might just be a bit tapped…but aren’t they all just a little anyway??
I suspect we are the ones who are a bit tapped for expecting them to do it the way we want it done. Ha-ha. I gave up on liners a long time ago. There was absolutely no point in spending money on liners only to have them end up shredded. We have two litter boxes, both are in corners. Sometimes the cats will scratch away at the walls, as if that is going to cover their mess. I wish I could ask them what they’re thinking.
I have had a similar problem, in the past, with one of my cats. I have found several things that might be helpful.
1. Add more litter to the tray so there is enough there to use for covering his business.
2. A covered litter box helps with containing the extra litter and keeps them from kicking it out of the box.
3. Use a trash bag instead of litter box liners.
A little more on the use of #3…
Slide the tray into the trash bag. Fill the tray with the desired amount of litter. Gather the open end of the trash bag and tie it off so there is no air inside, then place the top cover on the litter box.
Using a trash bag means there are no free edges for the cat to dig up and it is also helpful for easy litter removal. Just untie the bag, pull the bag inside out, push the empty litter box out and voila… litter is bagged and ready to be taken out.
